National Skills Development Authority (NSDA) — Bangladesh

The National Skills Development Authority (NSDA) is a government agency in Bangladesh established to strengthen the country’s skills ecosystem and build a competitive, skilled workforce aligned with both national needs and global labor market demands. It operates under the Prime Minister’s Office and plays a leading role in formulating policies, coordinating skills development initiatives, and enhancing workforce capabilities throughout the country. 



Background and Purpose

The NSDA was formed on 16 January 2019 under the National Skills Development Authority Act-2018 to replace the earlier National Skills Development Council. Its main responsibility is to develop and manage a cohesive national skills development system that meets industry requirements and reduces the gap between education and employment. 

By setting standards, approving and evaluating training programs, and coordinating with government agencies, private partners, and NGOs, the NSDA ensures that vocational education and training are high-quality, relevant, and inclusive. 

Mission and Functions

The core mission of the NSDA includes:

  • Policy Development: Creating national policies for skills development that align with economic goals and labor market needs. 

  • Standardization: Establishing training standards, competency frameworks, and certification systems to ensure training quality and national recognition.

  • Coordination: Connecting various stakeholders — such as ministries, educational institutions, industry groups, and training providers — to implement a unified skills strategy. 

  • Certification & Quality Assurance: Managing national skills qualifications and recognizing prior learning to ensure that trainees receive credible certificates. 

  • Strategic Planning: Preparing action plans and roadmaps to guide future skills initiatives and funding programs. 



Recent Activities and Partnerships

The NSDA has been actively engaging in collaborations and initiatives across Bangladesh:

  • University Partnerships: It signed multiple Memoranda of Understanding (MoUs) with major universities including Bangladesh University of Engineering and Technology (BUET), Rajshahi University of Engineering and Technology (RUET), the National University, and Bangladesh Open University to promote workplace-oriented training and curriculum development. 

  • Skill Development With SME Foundation: The NSDA partnered with the SME Foundation to support skill growth for entrepreneurs, including business-development training and market-focused learning programs. 

  • BRAC Collaboration: NSDA signed an MoU with BRAC Skills Development Programme to design market-relevant programs and promote practical training opportunities. 

  • International Cooperation: Bangladesh and Saudi Arabia agreed to enhance skills cooperation, aligning certification standards and enabling better job opportunities for Bangladeshi workers abroad. 

  • Youth Engagement: NSDA has organized events like discussions to celebrate World Youth Skills Day, emphasizing the importance of youth skill advancement for national development.

Strategic Role in Bangladesh’s Future

The NSDA plays a pivotal role in Bangladesh’s ambition to enhance employment, reduce skills mismatches, and support economic growth. By bridging education with practical industry needs, and promoting lifelong learning opportunities for all citizens, NSDA helps improve productivity, increases access to decent jobs, and prepares the workforce for challenges of the Fourth Industrial Revolution

Efforts to strengthen skill development also aim at expanding overseas employment prospects for Bangladeshi workers — a crucial source of remittances — by ensuring that training and certification meet international standards.
